Define Expectations: Improve inter-agency cooperation and communication through development of a standard forum.
Empower: Create a culture where participants have great opportunity and ability to produce positive outcomes
Measure Results: Conduct project/ committee autopsies…without placing blame. Redirect if necessary.

Entrepreneurship

Build momentum for collaborative action by focusing on “common denominators.”
Identify and leverage entrepreneurial skill sets – ability to identify opportunities and generate innovative solutions.
Create capacity – both physical infrastructure (property & facilities) as well as intellectual infrastructure (leadership, skilled workforce).

Investment

Develop grassroots commitment to move toward objectives of common benefit
Invest in creating new sustainable competitive advantages for Stillwater rather than protecting old advantages.
Encourage strategic investment to ensure future development and sustainable competitive advantage.
